Perdaman Chemicals & Fertilisers' Urea Manufacturing Plant

The Perdaman Urea Plant in Western Australia will produce 2.3 million tons of urea annually for agricultural fertilizer and diesel exhaust fluid. Backed by over AUD 2.1 billion in equity from Global Infrastructure Partners (GIP), with debt financing from NAIF and EFA, it is the largest single investment in Australia's fertilizer industry.

The plant will use feedstock from a major energy producer under a 20-year supply agreement and has secured a 20-year offtake agreement with a major fertilizer distributor. The entire facility is designed to minimize industrial emissions and the carbon footprint of fertilizer production.

Fulfill Australian Building Code of Australia (BCA) : The BCA has extremely strict and detailed requirements for materials, documentation, safety and construction quality, so even small noncompliances can lead to rejection. In addition, Australian regulators enforce the code with zero tolerance, meaning suppliers must meet standards far higher than normal export projects.

1. AS/NZS steel is scarce.Very few mills worldwide are certified to produce AS/NZS 3679.1. It's not EN or ASTM — the manufacturer pool is small, and the approval threshold is real. We've spent years building relationships with the certified mills that matter.

2. No IRN, no shipment.Every delivery required an Inspection Release Note signed off after pre-shipment inspection by the EPC's third-party agency. We coordinated inspection schedules, ensured MTCs and traceability docs were ready, managed non-conformances, and aligned IRN issuance with vessel bookings.

3. Consolidation and Co-ordination - Project Management - No single mill could do it all. We split the scope across multiple origins:
